Opening or renovating a healthcare facility in the UAE is not the same as fitting out a retail shop or an office. Every wall finish, room dimension, and ventilation system has to satisfy a health authority before the facility can be licensed. • Dubai Health Authority (DHA) regulates facilities in Dubai (outside the Dubai Healthcare City free zone). DHA publishes its Health Facility Guidelines in six parts (A–F) covering administrative provisions, briefing and planning, access/mobility/OH&S, infection prevention, engineering, and feasibility planning, and manages facility licensing through its Sheryan portal.
• Department of Health – Abu Dhabi (DOH) regulates facilities in the Emirate of Abu Dhabi, and requires licensed providers to adhere to its own published Health Facility Guidelines. 
• Ministry of Health and Prevention (MOHAP) is, in its own words, “the sole responsible entity for regulating, licensing and monitoring all healthcare facilities and healthcare professionals in the emirates that follow federal authority,” and publishes MOHAP Health Facilities Guidelines covering planning, design, construction, and commissioning.
• Sharjah Health Authority (SHA) independently regulates healthcare facilities and professionals in the Emirate of Sharjah, including initial approval, layout/design compliance, and final licensing. 

A facility cannot legally start construction, let alone open its doors, without its layout and design first being reviewed and approved by the relevant authority. MOHAP states this explicitly: construction works, finishes, and furnishing of a facility must not be implemented or initiated prior to the initial approval of the facility drawing plan.

What Does Healthcare Fit-out Include?

A healthcare fit-out project typically spans several interconnected work streams:

• Space planning and zoning  organizing the facility into the functional areas its license category requires

Healthcare Fit-out for Clinics
