Key Ministry of Health Requirements for Licensing Medical Clinics
“Compliance is not a formality, it is the foundation of safe care and sustainable healthcare operations.”
Medical Licensing: A Comprehensive System, Not a Mere Formality
Operational, Medical, and Administrative Compliance
Beyond infrastructure, MOHAP places strong emphasis on operational readiness and the quality of healthcare services provided. Clinics must implement strict infection control measures, including clear sterilization procedures, proper handling of medical instruments, and safe segregation of medical waste. A formal contract with a licensed medical waste disposal company is required as part of the final approval process, highlighting the importance of hygiene and safety in clinical environments. Additionally, clinics must appoint a licensed Medical Director and recruit qualified healthcare professionals who hold valid licenses aligned with the services offered. Staffing must be completed before final approval, as incomplete or ineligible teams can delay the licensing process significantly. From an administrative perspective, applicants are required to obtain a valid commercial trade license, define their services and pricing clearly, and submit all supporting documentation, including equipment lists and facility details. These combined requirements ensure that the clinic operates within a fully regulated framework and is capable of delivering safe, professional, and compliant healthcare services from day one.
